Information and permissions
Groundworks should not start until the design information a contractor needs actually exists in a usable form: scaled drawings, a structural engineer's foundation detail where required, any drainage strategy, and confirmation of the planning position including whether pre-commencement conditions have been discharged.
Starting on site before a pre-commencement planning condition is formally discharged is a genuine risk — it can be a breach of the planning permission, regardless of how minor the condition seems. This should be checked against the actual decision notice, not assumed.
Establishing the ground
Where ground conditions are uncertain — made ground, a history of instability, an unusual site — a ground investigation before groundworks begin turns an open-ended risk into information the design and price can be based on. It is far cheaper to commission trial pits or boreholes in advance than to discover unsuitable ground once excavation is under way and the programme is already committed.
Service checks
Existing services — water, drainage, power, telecoms, and on rural sites, private supplies that are often undocumented — need to be located as far as reasonably possible before digging starts. Utility company records, CAT scanning on site, and simply asking anyone who knows the property's history are all part of this.
On rural Cumbrian properties, private water supplies and drainage runs frequently have no record at all, and the only reliable information often comes from the owner's own knowledge of the site.
Access, storage and welfare
Before plant arrives, the site needs a usable access route, somewhere to store materials without blocking that route, and welfare provision for whoever is working there. On restricted rural sites this often means forming a temporary haul route — frequently stone, and frequently the thing that later becomes the permanent driveway — before any other work starts.
Deciding early where spoil, topsoil and delivered materials will sit avoids the double-handling that otherwise creeps into a project's cost without anyone quite deciding it should happen.
Setting out and the site datum
A fixed datum point is established and the building or works are set out from the drawings using a rotating laser, with profiles positioned clear of the working area. Every level that follows — foundation depth, drainage falls, floor level, external levels — is measured against that single datum rather than against each other, which is what keeps a project's levels consistent from the first trench to the final surface.
Agreeing scope and assumptions
Before work starts, the scope, exclusions and assumptions behind the price should be explicit and written down: what ground conditions the price assumes, what happens if they differ, what is included in spoil disposal, and where responsibility sits for services, connections and inspections.
This single conversation, had properly before mobilisation, prevents most of the disputes that otherwise surface once work is under way and money has already been spent.

Weather and programme
In Cumbria, a realistic programme allows for weather rather than assuming it away. Open excavations on wet ground fill quickly, concrete pours need reasonable conditions, and rural sites often have longer lead times for concrete, drainage materials and specialist deliveries than urban ones. Building that into the start date, rather than discovering it once the diggers are already booked, keeps the whole project on a more honest footing.
Trees, hedgerows and protected species
Trees covered by a Tree Preservation Order, or any tree within a conservation area, can restrict what work is allowed near them, including excavation within the root protection area — this should be checked with the local planning authority before machinery gets anywhere near a mature tree, not treated as an afterthought once a root is exposed.
Ecology can also affect timing: hedgerow removal is restricted during bird nesting season under wildlife legislation, and some rural sites have bat roosts, great crested newts or other protected species considerations that need a survey before disturbance. Where a site's planning permission includes ecological conditions, those need discharging in the same way as any other pre-commencement condition.
Neighbours, boundaries and shared access
Work close to a boundary, a shared wall, or a neighbour's foundations can bring the Party Wall etc. Act 1996 into play, which requires notice to be served on the affected neighbour before certain work starts — this is a legal process with its own timescales and should not be left until excavation is imminent.
On rural sites with a shared access track or lane, letting neighbours or other users know when heavy plant and delivery vehicles will be moving avoids friction that otherwise surfaces mid-project, particularly where the access is also used for agricultural traffic or by other residents.
Insurance and site safety before mobilisation
Before plant arrives, it is worth confirming what insurance is in place, on both sides — the contractor's public liability and, where relevant, the client's own buildings insurance and its position on ongoing construction work — so there is no ambiguity about who is covered for what during the works.
A basic site-specific safety plan, covering who can be on site, how the public and any remaining occupants are kept away from excavations and moving plant, and where a nominated first aider and emergency contact information sit, should be agreed before the first digger arrives rather than improvised on day one.
Insurance and site responsibility before work starts
Confirming who is insured for what, and from what point, matters before machinery arrives — a contractor's public liability insurance and any existing site or buildings insurance the client holds should both be in place and understood before ground is broken, rather than assumed to overlap correctly by default.
Where a client is project managing several trades directly rather than through a single main contractor, it is worth being clear about who is responsible for site security and safety during any gaps between one trade finishing and the next starting, since an open excavation left unattended between contractors is a genuine hazard.
